Out-of-State Board Won’t Take
Electronic Prints?

When a hire files with an out-of-state, federal, or multi-state board that won’t accept Live Scan, they need a physical FD‑258 ink card. Our DOJ-certified technician inks each card by hand, captures every copy the filing needs in one sitting, and mails them where you direct — billed to your company on net-30.

The onboarding bottleneck

Most hires clear on Live Scan. The ones who don’t land on your desk.

A recruiter relocating from Texas, a nurse on a compact license, a federal contractor — their boards won’t accept California’s electronic prints and require a physical FBI card mailed in. That card is the FD‑258, and the risk isn’t the paperwork, it’s rejection.

Industry data puts the FBI rejection rate for ink cards near 7–10 percent — almost always smudges, light pressure, or an incomplete capture. Our DOJ-certified technician inks each set by hand and verifies the ridges and demographic fields before the card leaves our office, so a bad capture isn’t what sends your hire’s filing back.

Employer questions

FD-258 fingerprint card FAQ for organizations

What is an FD-258 fingerprint card?

It’s the official FBI ink fingerprint card — also called a hard card, blue card, or ten-print. A receiving agency requires it when it’s out-of-state, federal, or doesn’t accept electronic Live Scan, which is common for out-of-state licensing, federal employment, and immigration or adoption filings your hires face.

What’s the difference between Live Scan and an FD-258 card?

Live Scan is electronic and used for California submissions. An FD-258 is a mailed paper card, required when a hire’s receiving agency is outside California, is federal, or doesn’t take electronic prints. Unsure which one a hire needs? Send us the agency instructions and we confirm before you schedule. See Live Scan.

Why do FD-258 submissions get rejected, and how do you prevent it?

Most rejections come from smudged or incomplete prints, uncertified cards, or a wrong demographic or ORI code. Our DOJ-certified technician inks each set by hand and checks ridge quality and the fields before it leaves, so it reads clean on the first pass.

Can you make multiple cards for licensing in several states?

Yes. One capture produces as many copies as the filing needs, so a hire isn’t reprinted for each board. We complete the fields for every agency and mail them where you direct — prints can’t be reused between agencies.

Can you capture our whole team onsite?

Yes. Our certified team travels to your office, clinic, or site anywhere in Northern California to capture a group in one visit, with rush dispatch available. Completed cards are mailed afterward on one net-30 invoice.

Do you supply the FD-258 card, or do we?

Either. If a board mailed your hire pre-printed cards, send them in and we ink those; otherwise we supply the official FD-258 form. We capture traditional hand-inked cards for every submission.

How much does an FD-258 card cost?

Pricing is quote-only by volume. We confirm a flat per-card rate before you commit, with extra copies of the same capture priced lower and volume discounts for larger counts. Onsite and group pricing depends on team size and travel — no minimum and no setup fee.

Where are you located and what are your hours?

Our office is at 434 Blossom Hill Road, San Jose, CA 95123, open Monday–Friday 9:00 AM–6:00 PM, with Saturday and onsite visits by appointment. Onsite service covers anywhere in Northern California, and we mail completed cards nationwide.
