Why Your License Waits on Fingerprinting
The Department of Cannabis Control will not issue your license until every owner has cleared a background check. Under Business & Professions Code §26051.5, each owner must submit fingerprints electronically to the California DOJ, which checks state records and forwards them to the FBI before a result returns to the licensing authority. Until that comes back, your application sits.
Ownership changes restart the requirement, and a single owner who hasn’t been printed can hold up an otherwise complete file. On top of the state rule, many local jurisdictions screen employees as well — and recent state law pulls certain employees, contractors, and subcontractors into DOJ checks too — so your staff may need clearing before they can work the floor or the grow. Requirements vary by city and county, so confirm with your local authority.
