A rejected or misrouted print means a candidate cannot start and a placement slips. Each risk below names the rule and the consequence.
Not an authorized applicant agency yet
Before an agency fingerprints under its own ORI, it must apply through the DOJ Agency Authorization Portal and be authorized by statute, which takes about four to six weeks. Sending candidates first means the prints cannot be submitted under your agency.
The ORI alone is not enough
A form with the wrong or missing applicant type or mail code gets results delayed, misrouted, or rejected, and the candidate often has to be re-printed and re-charged. We complete the agency block correctly for the role.
A care or security placement on the wrong form
Candidates placed into licensed care or BSIS security roles need that role’s specific form and ORI. A generic employment print does not satisfy the end-client’s requirement and the placement is held until it is redone.
Using the result before you may
California limits how and when criminal-history results are used in a hiring decision. Live Scan captures the print; it does not adjudicate, so your use of the result must follow Fair Chance rules and is separate from an FCRA consumer report.

What Staffing and Recruiting Agencies Ask Us
To fingerprint candidates under your own ORI, your agency must first apply through the DOJ Agency Authorization Portal and be authorized by statute, which takes about four to six weeks to receive an ORI. If the end-client is the requesting agency, we capture under their ORI instead. We will tell you which path applies to a given placement so candidates are not sent before the routing is in place.

An FCRA consumer-report background check is a separate product from a consumer reporting agency. We capture the fingerprints and return the submission record; we do not adjudicate the result or produce an FCRA report.

Yes. Each candidate receives an ATI tracking number and a completion record showing the submission was made, ready for your file and any client audit. A clean record per candidate keeps the agency prepared if a placement is reviewed.
Capture is the fast part — we come to your office or the client site and twenty people clear in about two hours, five to ten minutes each. What we do not control is DOJ and FBI processing after submission. Tell us the start date when you call and we will be straight about whether the placement date holds rather than taking the booking and letting you find out.
Almost always the wrong ORI or the wrong applicant type, so results route to the wrong agency or the wrong record set is requested. Print quality is the other cause. Send us the rejection notice and the form that was used and we will identify which it was before you pay us anything. For an agency this is the expensive failure — a rejected candidate is a placement that slips and a client relationship that takes the damage.
Your account holds every ORI and applicant type you file under — healthcare, security, childcare, whatever mix you place into — so a recruiter sends a candidate over with the role and we apply the right one. That is the single biggest cause of agency rework, and it disappears once the setup lives on our side rather than in a recruiter’s memory.
Yes, and most agencies use both. A candidate walks into our San Jose office any weekday, 9 to 6, is matched to your account and billed to the agency, so nobody pays at the counter. Onsite group sessions are for cohorts of five or more.
Current government photo ID and the role they are being placed into. If your account is set up, they do not need to bring a form — we hold the ORI and applicant type and complete it correctly, which removes the step recruiters most often get wrong.
Yes. We act as your designated authorized representative for in-person Section 2 completion, at our office or onsite across the South Bay and wider Bay Area, on the same account and invoice as fingerprinting. We are also a registered E-Verify Employer Agent, so the case can be submitted for you rather than through your own account — see remote I-9 verification services. Agencies placing remote California staff usually need both.
No. Spanish and Vietnamese are spoken in person at the counter and on site, not through a phone line, so your recruiters are not fielding calls from confused candidates who could not follow the process.
The result goes to the requesting agency, not to us, and we never see or interpret the content of a clearance. What your agency does about the placement is an employment and legal question for you or your counsel.
